In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM.
The Navy's electronic platform is for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst all SeaPort-e IDIQ multiple award contract holders.

Quality Assurance Program
All members of the Aanko Technologies Inc. team will be instructed in the importance of maintaining Project specific information in a safe, secure environment. The Project Manager will be responsible for ensuring the integrity of sensitive information and for the expeditious completion of the processes and deliverables identified herein and within the SOW.
Aanko Technologies Inc. will provide all written deliverables on Microsoft Word and PDF format in either CD-ROM or other electronic media (i.e., email, thumb drive) incorporating all required project information as approved by the Contracting Office.
Quality Control Plan
The purpose of the Aanko Technologies Inc. Quality Control Plan is to determine and document how the Project Manager will implement processes for project quality control, quality assurance, and quality improvement. Aanko Technologies Inc. understands that all quality control procedures and outcomes will be accepted or rejected by the Government.
In all assigned tasks, Quality Control will be performed by monitoring specific project results to determine if they meet the expectations of project stakeholders. This will be managed by the Project Manager, who will review the completed project deliverables with the Government Project Officer. This will be accomplished through face-to-face communication, and customer feedback.
Quality Control will also be performed by reviewing quality management activities, namely through quality audits. This is necessary to provide an ongoing effort of reviewing project quality, and to identify areas of Quality Improvement.
Quality Improvement includes taking action to increase the effectiveness and efficiency of the project to provide added benefits to the project stakeholders. In most cases, implementing quality improvements will require appropriate corrective actions while still maintaining cost and schedule parameters.
